Canadian Statesman. A native of Joliette (Québec), he was a lumber merchant. On June 23, 1896, he was elected to the House of Commons as the Liberal representative for the district of Joliette. He was re-elected in the general election of November 7, 1900 and his mandate ended on September 29, 1904. He was the brother of Louis Basinet, member of the Legislative Assembly of Québec, from 1886 to 1892.
