U.S. Continental Congressman. He attended Princeton College and was a member of the Maryland convention in 1775. Prior to the Revolutionary War, he was appointed by the provincial convention Colonel of the Lower Battalion of Harford County, in 1776. In 1776, he was elected a member of the First Continental Congress, serving until 1777. After leaving Congress, he was appointed chief justice of the Maryland Court of Appeals, serving (1778 to 1806).
