U.S. Congressman. He graduated from the University of Delaware in 1889, studied the law, was admitted to the Delaware Bar in 1892 and began a private law practice in Georgetown. He was an attorney for the Delaware State Senate, (1899-1902), the chairman of the Sussex County Democratic Committee, (1902-08, 1915-16), a member of the Georgetown Board of Education (1905-12) and was secretary of the Board of Law Examiners of the Sussex County, (1914-21). In 1916, he was elected as a Democratic to the 65th Congress, serving until 1919. After his term, he resumed the practice of law, was appointed United States Commissioner for the District of Delaware in 1929 and held the position until his retirement in 1951. He died at age 85.
