Wyoming Governor. After attending the University of Iowa, he enlisted in the Army, serving on the Mexican border and in Europe during World War I. After the war, he settled in Gillette, Wyoming and was a high school football coach. He was secretary to Wyoming Governor Alonzo M. Clark (1931-33), served as Deputy Secretary of State (1933-35), was Wyoming State Treasurer (1947-51) and served as Wyoming Secretary of State (1951-53). Upon the resignation of Wyoming Frank Barrett, Rogers was appointed as a Republican the 22nd Governor of Wyoming, serving (1953-55). After leaving office, he was again elected Wyoming State Treasurer in 1959 and served until his death.
