Civil Engineer. He was principally associated with railway projects. He was born in Attercliffe, near Sheffield in South Yorkshire. At the age of 18 he was apprenticed to George Stephenson, the railway and locomotve engineer. He graduated to become chief - engineer on the Great Junction Railway, connecting Birmingham and the Liverpool and Manchester line at Newton Junction, via Wovles, Sheffield, Crewe (much of the railway town of Crewe was designed by Locke) and Warrington, including major viaducts across the River Weaver in Cheshire. He also designed the Caledodian Railway from Carlisle to Glasgow, Scotland. Among his other railway commissions were the London to Southampton Railway and the Richmond Railway Bridge and Barnes Bridge, both across the River Thames. He became president of the Institution of Civil Engineers in 1857, shortly before his death in 1858.
