US Congressman. He was a successful Texas newspaper publisher and served in the State House of Representatives from 1892 to 1896. From 1900 to 1904, he was the secretary of the Democratic State executive committee. In 1915 he was elected as a Democrat to the Sixty-fourth and Sixty-fifth Congresses, serving until 1919. An unsuccessful candidate for reelection, he returned to the newspaper publishing business.
