US Congressman. He graduated from South Carolina College in 1853 and became an attorney in Spartanburg in 1856. He joined the Confederate Army as a Lieutenant in 1861 and served until the end of the war. After receiving disabling wounds in 1862 he returned to South Carolina, where he continued serving in posts near his home, attaining the rank of Lieutenant Colonel. Evins was a member of the South Carolina House of Representatives from 1862 to 1864. At the close of the Civil War he resumed his Spartanburg law practice. Evins was a Delegate to the Democratic National Convention in 1876. Later in 1876 he was elected to the US House of Representatives as a Democrat. He was reelected three times, serving from March 1877 until his death. In his final term Evins was Chairman of the House Committee on Territories.
