Governor of Delaware. A farmer before the Revolutionary War, during the War he became an adjutant in Colonel Dogworth's battalion of militia, and afterward was with Colonel Patterson's battalion of the flying camp. Still later, he was with Colonel Grayson's Continental regiment, and in April 1779 he was transferred to Colonel Gist's regiment and subsequently was brigade major and inspector to General Peter Muhlenberg. A Continental Congressman from Delaware from 1786 to 1789, he served as Delaware's Governor from 1805 to 1808.
