US Congressman. Born in the Isle of Man, he immigrated to the United States in 1846 and lived in New York City until he settled in the Territory of Utah as a teacher in 1852. He served as Secretary of the Utah Territorial Council for sessions from 1856 to 1882 and was recorder of Salt Lake City, 1876 to 1882. In 1882, he was elected as a Democrat to the Forty-eighth, Forty-ninth and Fiftieth Congresses and on the People's Party ticket to the Fifty-first and Fifty-second Congresses, serving until 1893. Not a candidate for renomination, he assumed the position of manager of the Salt Lake Herald and was a member of the Utah State Senate in 1896.
