United States Navy Admiral. He was Chief of Naval Operations from August 1,1961 to August 1,1963. He graduated from the United States Naval Academy in 1927 and became an aviator in 1930. During World War II he saw combat on the aircraft carrier Yorktown. In 1958, he commanded Carrier Division 6 in the Mediterranean during the Lebanese crisis. He was the Chief of Naval Operations during the Cuban Missile Crisis in 1962. He retired from the Navy in 1963 and was appointed Ambassador to Portugal, a post he held until 1966.
