U.S. Congressman. He attended Poland Union Seminary, graduated from Westminster College in 1876, studied law, was admitted to the bar in 1879 and commenced to practice law in Youngstown, Ohio. Entering politics, he was a member of the Youngstown City Council (1886- 88) and chairman of the Republican Ohio State convention in 1894. In 1903, he was elected as a Republican to the Fifty-eighth Congress and to the next three succeeding Congresses, serving until 1911. An unsuccessful candidate for reelection, he resumed the practice of law until his death.
