U.S. Congressman. He attended the Minneapolis Academy, graduated from the University of Minnesota in 1895 and was superintendent of the public schools of Rushford, Minnesota (1895-98). He graduated from the law department of the University of Minnesota, in 1900, was admitted to the bar and commenced the practice of law in Duluth, Minnesota. He was a member and of the Minnesota State House of Representatives, in 1907; elected as a Republican to the Sixty-first Congress and to the next four succeeding Congresses, serving (1909-19). An unsuccessful candidate for reelection, he was a member of the congressional investigating committee to the Philippine Islands, in 1915 and special investigator for the War Department to the western front in France, in 1917. He served as secretary of the Republican National Committee (1919-20) and engaged in the practice of law until his death.
