United States Navy Admiral. He graduated from the United States Naval Academy in 1888 and served on the USS Boston during the Spanish American War. He commanded the Submarine Forces of the Atlantic Fleet from 1917 to 1918 and was a member of the Armistice Commission from 1918 to 1919. He was the military governor of Santo Domingo from 1921 to 1922. He commanded the Battle Fleet from 1923 to 1925 and was the Commander-In-Chief, United States Fleet from 1925 to 1926. From 1928 until his retirement in 1931 he was the Superintendent of the United States Naval Academy.
