U.S. Congressman. Graduated from Bowdoin College, in 1860, he studied law at Columbian Law School, Washington, D.C., was admitted to the bar in 1866 but never practiced law. he was a clerk in the United States Treasury Department, (1867-70), a clerk of the courts for York County, Maine, (1870-83) and a member of the Main State House of Representatives, (1886-87). He was also private secretary to Speaker Thomas B. Reed in Fifty-first, Fifty-fourth and Fifty-fifth Congresses and a delegate at large to the Republican National Convention, in 1896. In 1899, he was elected as a Republican to the Fifty-sixth Congress to fill the vacancy caused by the resignation of Thomas B. Reed, reelected to the Fifty-seventh and to the next four succeeding Congresses, serving until his death at age 73.
