Nebraska Governor. Graduating from the University of Nebraska with a civil engineering degree in 1910, he was the surveyor for Lincoln County in 1911, state bridge inspector in 1915 and was the deputy state engineer in 1917. During World War I, he served as a Artillery Captain in the U.S. Army. After the war, he was the district engineer for the Department of Public Works, (1919-22) and served as the Nebraska State Engineer, (1923-34). In 1934, he was elected as a Democrat the 24th Governor of Nebraska, serving until 1941. While in office, he chaired the State Governors Conference, a state social security program was sanctioned and an unemployment insurance bill was authorized. During World War II, he served as a Colonel in the U.S. Army, was Commissioner of the Federal Public Housing Authority, (1942-44) and served as Deputy Commissioner of the American Mission for Aid to Greece. In addition, he was liaison officer for the United Nations Relief and Rehabilitation Administration in North Africa and Europe, (1944-45). After his military service he was again the Nebraska State Engineer, retiring in 1959.
