Maryland Governor. Entering politics, he was a member of the Maryland House of Delegates, (1876-78), Postmaster of Baltimore, (1886-90) and served on the board that organized Maryland's display at the World's Columbian Exposition. In 1891, he was elected as a democrat the 42nd Governor of Maryland, serving until 1896. While he was in office, a Frostburg mining strike was dealt with, a 1893 constitutional amendment was sanctioned that added another judgeship to the Baltimore City Supreme Bench, legislation was enacted that banned child labor and the Baltimore College of Dental Surgery was incorporated. After his final term, he served as the mayoral campaign manager, (1899, 1906) and was a presidential elector in 1905. His last position was the City Collector for Baltimore, until his death at age 73.
