U.S. Congressman. After attending St. Mary’s College, he served in various editorial positions on newspapers in North Carolina and Virginia, (1908-18), was on the staff of Universal Service in Washington, D.C., (1918-25) and assistant secretary to the American delegation to the International Narcotics Congress in Switzerland, (1924-25). He was managing editor of the Virginian-Pilot, Norfolk, Virginia, (1925-41), when elected as a Democrat to the Seventy-seventh Congress, to fill the vacancy caused by the resignation of Colgate W. Darden, Jr. and reelected to the Seventy-eighth Congress, serving (1941-44). After leaving Congress, he was vice president of the Shipbuilders’ Council of America, served as vice chairman of the Board of Commissioners of the Alexandria Redevelopment and Housing Authority, (1955-61), editor of the Alexandria Journal, the Arlington Journal and the Fairfax County Journal-Standard, from 1961, until his retirement in 1966.
