U.S. Congressman. Born in Monongalia County, Virginia, he studied law, was admitted to the bar in 1803 and practiced law in Morgantown. He moved to Clarksburg, continued the practice law, held various local offices, served in the Virginia State Senate (1808-12) and was a Colonel in the Virginia State militia. In 1817, he was elected as a Federalist to the Fifteenth and Sixteenth Congresses, and served until his resignation in 1820.
