U.S. Congressman. He served as manager of a number of oil and gas companies, plus president of the West Virginia Natural Gas Association for many years. During World War I, he served as a member of the advisory Virginia State Council of Defense. In 1931, he was elected as a Democrat to the Seventy-second and Seventy-third Congresses and served until his death.
