U.S. Congressman. He graduated from the medical school at the University of Maryland in 1917 and served as a First Lieutenant in the U.S. Army Medical Corps, (1917-19). After leaving the U.S. Military, he engaged in the practice of medicine in Beckley, West Virginia. He was medical examiner for the Veterans’ Administration, (1919-44), plus city and county health officer, (1927-32) and superintendent of Pinecrest Tuberculosis Sanitarium, in Beckley, (1943-44). In 1945, he was elected as a Democrat to the Seventy-ninth Congress and to the next three succeeding Congresses, serving until 1953. Not a candidate for re-nomination, he resumed his previous professional interests until his death.
