US Congressman. Born in South Amboy, New Jersey, he was successful in the towing and transportation business. He was a member of the South Amboy board of education, (1893-95) and Mayor of South Amboy, (1909-10). In 1911, he was elected as a Democrat to the Sixty-second Congress and to the next four succeeding Congresses, serving until 1921. Shortly after leaving Congress, he was elected again Mayor of South Amboy and served until his death at age 53.
