U.S. Congressman. He attended Ohio State University, engaged agricultural pursuits and was clerk of the Court of Clinton County Ohio, (1890-99). In 1901, he was elected as a Republican to the Fifty-seventh and Fifty-eighth Congresses, serving until 1905. An unsuccessful candidate for reelection, he was Mayor of Wilmington, Ohio, (1927-41) and continued his agricultural pursuits until his death.
