A Los Angeles native, Armand was a Ronald Reagan delegate from California at the 1976, 1980 Republican National Conventions and alternate delegate at the 1984 Republican National Convention.

Armand is a retired insurance claims adjuster and a member of E Clampus Vitus, a historical society founded during the California Gold Rush. He also wrote for G-FAN magazine, which had him make annual trips to Japan for research and does occasional publicist work and event-planning.

Armand organized "Godzilla Week" with the Los Angeles County Board of Supervisors in 2000 and also organized the "Superman Week" ceremony with the Board and the luncheon that followed honoring the surviving stars of the "Adventures of Superman" television show starring George Reeves on the show's 50th anniversary in 2001.

Armand wrote the script for the parade announcer for when Toho Co., Ltd.'s "Godzilla Final Wars" float passed the announcer's stand at the 2004 Hollywood Christmas Parade. Armand also wrote the Godzilla History speech for Honorary Hollywood Mayor Johnny Grant for the unveiling of Godzilla's star on the Hollywood Walk of Fame. He also had the month of November 2004 declared "Godzilla Month" by the Los Angeles County Board of Supervisors to celebrate Godzilla's 50th Anniversary.

In 2006, Armand arranged for a commemorative plaque that was placed at the site of the former studio in Los Angeles where Raymond Burr was filmed for his scenes in "Godzilla, King of the Monsters!" The plaque is at the the main entrance of the current occupant, the Frank Del Olmo Elementary School.

In 2014, Armand arranged for a commemorative plaque at the site of a 1953 location shoot in Tarzana, California of the "Adventures of Superman" honoring the show and the 100th birthdays of Superman creators Jerry Siegel and Joe Shuster and actor George Reeves.

Armand published "The Monster Movie Fan's Guide To Japan" in January 2010. It is a travel guide tailored to fans of Japanese science-fiction and fantasy films (such as Godzilla, Rodan, Mothra and Gamera) and tells where the movie locations are, how to get there and where to stay.

Armand has one daughter, Amber, and is currently residing in Jamestown, New Mexico.
