United States Congressman. He graduated from the University of Notre Dame in 1966 and received a commission as an F-4 pilot in the United States Marine Corps. He served until 1970, including combat in Vietnam, and attained the rank of Captain. Martin graduated from Albany Law School in 1973 and practiced law in Canton. A Republican, he served in the St. Lawrence County Legislature from 1973 to 1975 and as a New York State Assembly member from 1977 to 1981. In 1980 he was elected to the US House of Representatives and served six terms, 1981 to 1993. As a senior member of the Armed Services Committee, Martin was credited with arranging for the expansion of Fort Drum in upstate New York and the reactivation of the 10th Mountain Division as a Light Infantry organization, successfully arguing that with the majority of US Army bases located in southern states, there should be a facility where soldiers specialized in cold weather training. After leaving Congress Martin was a Professor at the Naval War College, and later a government relations executive for the National Soft Drink Association. He died while receiving hospice care following a long illness. (bio by: Bill McKern)
