Born Oct. 12, 1920, in Portsmouth, he was the son of Arthur and Anna (Bailey) Hersey. He grew up in the Puddle Dock neighborhood.

He served in the U.S. Navy from 1942 to 1948 as a corpsman in the North Atlantic and South Pacific and was the recipient of the Purple Heart. An avid outdoorsman, he was also a member of the National Rifle Association and was actively involved in youth sports, especially following his grandchildren's activities. Wink was a regular at Geno's Coffee Shop and enjoyed spending time there, even though he was a Democrat.
