Canadian politician and jurist. A native of Joliette, he studied at the seminary of Joliette, at the University of Montréal, then in Toronto where he pursued advanced studies. He was admitted to the Bar of the Province of Québec, on January 13, 1922. He was created King’s Counsel in Law, on December 30, 1938. He was President of the Québec branch of the Association of the Canadian bar. He was a member of the Board of the Bar of Montréal, from 1942 to 1945 and a member of the Board of the Bar of the Province of Québec, from of 1942 to 1944, then a member of its committee of discipline. He is the author of various Law publications among them: “Code scolaire de la province de Québec, in 1933; “Suppléments au répertoire général de jurisprudence canadienne depuis janvier 1926 à janvier 1935, between 1926 and 1935; “Recueil de jurisprudence générale pour l'année 1937”, in 1937 and “Annuaire de jurisprudence du Québec, ten volumes between 1937 and 1947. Although he had been defeated in the 1935 Québec general election as a Conservative candidate in the district of Montcalm, he succeeded the next year as a Union Nationale candidate this time. He was defeated in 1939, but he was re-elected in 1944, and again in 1948, 1952, 1956 and 1960. From December 15, 1955 to September 20, 1960, he served in the Legislative Assembly as Deputy Speaker of the House. He became Speaker of the Legislative Assembly on December 15, 1955 and kept this function until September 20, 1960. He was defeated in 1962. He passed away in Montréal. He was the son of Joseph-Mathias Tellier (q.v.) , member of the Legislative Assembly of Québec, from 1892 to 1916 and also the nephew of Louis Tellier,member of the House of Commons, from 1878 to 1882.
