He was born in Lafayette to Curtiss C. and Regina J. Carter of Fowler, IN. He married Christina Sanders in November 2001 and she survives.

He was a member of McCutcheon High School Class of 1995, and had been attending Purdue Flight School to earn a pilot's license. He enjoyed hunting, fishing, flying planes, and also participated in rodeo during high school years.

He had been a member of the Army HHC-8 First Cavalry Division for three years. Cpl. Carter served as the gunner for HQ 209 during the Brigade Scout Ex-Evals from Sept. 18-22, 2000; his skill was credited to the platoon's being named the best scout platoon in the brigade. He was awarded "Top Scout" honors for his participation Nov. 6-9 2000 during the Cavalry's Scout Stakes Competition.
