Elwood was born in Princess Anne, Somerset County, Maryland on 4-22-1895, he was the son of Hiram Lankford and Sarah Pool of Princess Anne, Maryland. Later he relocated to Philadelphia. It was said that he has performed on Vaudeville, and that he was a Pinkerton Detective. His occupation on his death certificate is Detective. Elwood served in the Army in WWI.
