Delaware Governor. He became successful in the mercantile industry and started his own drug and hardware business in Lewes, Delaware. Entering politics, he was a member of the Delaware General Assembly, in 1870, served as the Sussex County, clerk of peace, (1884-89) and was president of the Farmers’ Bank of Delaware, (1882-97). In 1897, he was elected as a Democrat the 42nd Delaware Governor, serving until 1901. During his term, the General Incorporation Law was passed, which resulted in Delaware becoming the preferred place in the U.S. for companies to incorporate and a state board of agriculture was instituted. After leaving office, he retired from public service and returned to his various business dealings until his death.
