Social Reformer. She graduated from Wellesley College in 1897. For 3 years she worked as a research economist for the Woman's Educational & Industrial Union of Boston, after which she became superintendent of the Massachusetts Girls' Parole Department (1900-12). In 1911, she served as secretary of the Commission on Minimum Wage Legislation for Massachusetts. She served as zone chief of the Bureau of Refugees of the American Red Cross in France, during World War I. She was then research secretary of the National Consumers' League (1919-24) and president of the Consumers' League of New York (1925-31). President Roosevelt appointed her to the Social Security Board. In 1899, she published "The 20th Century Expense Book," about how to manage a household on a budget. She was named executive secretary of the Minimum Wage Investigative Committee, which produced a report that led to Massachusetts'and the nation's first minimum wage law. She created the Reporter Plan, which educated female party workers on New Deal programs. She was vice-president of the Maine Democratic Advisory Committee in 1954.
