Son of David and Rebecca (Sample) Agnew.

Receiving his advanced education in Lancaster County, Pennsylvania, schools, he remained there and, in 1860, was a farmer living in Paradise Township.

A Civil War veteran, he enlisted in Philadelphia September 10, 1862, and mustered into federal service at Carlisle October 3 as a private with Co. L, 15th Pennsylvania Cavalry (160th Pa). He was promoted to corporal and transferred to Co. K on March 1, 1863, promoted again to sergeant May 15, 1863, and honorably discharged with his company June 21, 1865. James stood 5' 11" tall and had dark hair and gray eyes.

He married Harriet E. Rhea December 21, 1865, and fathered John Rhea (b. 02/19/65), Rebecca Sample (b. 12/06/68), Harriet Witherow (b. 02/12/72), David Finley (b. 10/04/78), and James Kenworthy (b. 10/20/81). He moved his family to Franklin County where he became a member of McCullough Post No. 497, G.A.R.
