U.S. Congressman. He was employed as a telegrapher with the Pennsylvania Railroad Company, (1878-80) and was general manager of the Johnstown Water and Gas Company of Pennsylvania, (1881-1902). He was a member of the Republican State committee, (1898-1902), a member of the Johnstown City Council, (1900-04), a member of the board of trustees of the Johnstown Savings Bank, in 1907 and editor of the Johnstown Tribune. In 1913, he was elected as a Republican to the Sixty-third Congress, serving until 1915, reelected to the Sixty-sixth and Sixty-seventh Congresses, serving (1919-23). He was again elected to the Sixty-ninth Congress, serving (1925-27). Not a candidate for re-nomination, he resumed his position as editor of the Johnstown Tribune until his death.
