Joel Elliott was the son of William and Isabelle Morris Elliott. He was born in Bedford County, Virginia, on February 12, 1791. On March 6, 1816, he married Margaret Fizer, daughter of Adam Fizer, born November 15, 1791. She died October 28, 1854. Joel was a blacksmith by trade and a man of much intelligence and natural ability. Shortly after the death of his father in 1828, he emigrated westward to Clark County, Kentucky, locating at Kiddville were he died at the age of 82, September 23, 1873.
