In 1850, Williams was living in Union Township, Morgan County, with his cousin, Otho Holland Williams and his wife, Agnes (Shepherd) Williams, working as a carpenter and undertaker. Upon marrying Elizabeth Wood on 16 September 1851 (Morgan Co), they settled in Union Township and raised eleven children.

He was 5 foot 10 inches tall with light brown hair and blue eyes. On 19 June 1880, William applied for a disability pension for an illness he contracted on or about 7 February 1862 at Bacon Creek in Kentucky. Dr James Davis and Dr Thomas Irwin had treated him for dysentery. On 14 Febuary 1888, he provided a sworn statement that he had his first heart trouble while at Fayettsville, Tennessee in July and August of 1862.

He entered service as a 2nd Lt and 1st Lt from the time he entered on 1 September 1861 in Co F, 18th Regiment, Ohio Volunteer Infantry, until 8 February 1863. On 29 August 1863, Govenor Todd gaave him a commission as a Lt Colonol of the 3rd Regiment of the Ohio militia.
