U.S. Senator. He graduated from Vanderbilt University, in 1880, studied law at the same institution, was admitted to the bar in 1881 and commenced to practice law in Jacksonville, Florida. He was a member the Jacksonville City Council in 1887, a member, Florida State House of Representatives, in 1893, Mayor of Jacksonville, (1893-95, 1901-03), chairman of the board of public instruction of Duval County, (1900-07) and president of the Gulf Coast Inland Waterways Association, in 1908. In 1909, he was elected as a Democrat to the United States Senate and served until his death from a heart attack at age 77.
