US Congressman. A member of the Democratic party, he served in the US House of Representatives from Ohio's at-large congressional district for one term, from January 1937 until January 1939. After graduating from Harvard Law School at Cambridge, Massachusetts in 1915, he was admitted to the bar and began practicing law in Cleveland, Ohio. He served in the Ohio State Senate from 1933 until 1935 and as Lieutenant Governor of Ohio from 1935 until 1937. In 1936 he was elected to the US House of Representatives, succeeding Democrat Stephen M. Young. He was not a candidate for re-nomination in 1938 and after his term expired, he resumed his law practice until his retirement in 1961. He died at the age of 82.
