Indian Mutiny Victoria Cross Recipient. Born in Coleorton, Leicestershire, England, he served as a Ensign in the 1st Battalion 60th Rifles, 11th Regiment, Bengal Native Infantry. During the siege of Delhi, India, on September 18, 1857, Ensign Phillipps was wounded three times while leading his men.
