Daughter of Frederick W. Higgins and Eunice Evans. She came to the old village of Woodmere (later part of Detroit) when she was three years old. Her father was the first superintendent of Woodmere Cemetery and also served as president of the old village. Ella Higgins taught school in Woodmere from 1882 until 1889, when she married Matthew L. Winters. Her husband took over from her father as superintendent of Woodmere Cemetery and served in that post until 1914.
