U.S. Congressman, Utah Governor, New Mexico Governor. Graduating from Western Reserve College, he studied law, was admitted to the bar in 1843 and commenced to practice law in Mount Clemens, Michigan. Gong to California, in 1851, he engaged in mining and was prosecuting attorney of Amador County, (1854-60). In 1867, he was elected as a Democrat to the Fortieth and Forty-first Congresses, serving until 1871. Not a candidate for re-nomination, President Grant; appointed him Governor of Utah Territory in 1874 and then as Governor of New Mexico Territory, (1875-78). After leaving office, he was chief justice of the supreme court of the Territory of New Mexico, (1882-85). He then engaged in the practice of law and was counsel of the Southern Pacific Railroad Company, when he died at age 71.
