US Congressman. Born Isaac Newton Skelton IV, he attended the University of Missouri, in 1953, was admitted to the bar in 1956 and opened a private law practice in Lafayette County, Missouri. He was a Lafayette County, Missouri, prosecuting attorney, (1957-60), special Assistant Attorney General, Missouri State Attorney General, (1961-63) and a member of the Missouri State Senate, (1971-77). In 1977, he was elected as a Democrat to the Ninety-fifth Congress and to the next sixteen succeeding Congresses, serving until 2011. An unsuccessful candidate for reelection, he became a partner at Husch Blackwell, working in it's Missouri and Washington offices. He also served as the chairman of House Armed Services Committee, in improving conditions for military troops, veterans and their families, plus expanding the missions of Fort Leonard Wood, Whiteman Air Force Base and the Missouri National Guard. He died at age 81.
