The funeral service for Willard D. "Bill" Blair, 76 of 16185 North Harbor Rd. Adams Center will be on Tuesday at noon in the chapel of TLC Funeral Home, Inc. There will be a calling hour prior to the funeral from 11-12 p.m. Internment will be in Elmwood Cemetery and will be private. Mr. Blair died at Saint Joseph's Hospital on 11-22-13.

He was born in Watertown, NY the son of Raymond and Katherine Miner Blair. He graduated from Adams High School in 1955. He served honorably in the United States Navy Reserves from March 1955 to March 1963 and March 1970 to March 1976. He was the owner and operated of Blair Builders until he retired in 2000. He married Amy L. Perry on July 21, 2007 in Watson, New York. A previous marriage to Joan LaClair and Doris Pate ended in divorce.

He was a member of the Elks Club, AM Vets, was the director of Retreads Motorcycle Group and the past president of the Eagles Club to which he had been a member for over forty years. In lieu of flowers donations can be made in his name to the Eagles Club Aerie 782, 19260 US Route 11, Watertown, NY 13601.

Surviving are his wife, Amy and his children, David and Beverly Blair of Watertown, Mrs. Steve (Lisa) Mee of Black River, Mrs. James (Kitty) Spencer of Watertown, Terry and Marilyn Blair of Rocky Point, NC, Rene Fitzgerald and her fiance' Tim Smith of Lorraine, Bernie Blair and her fiancé Michael Vrooman of Watertown, Phillip and Bobbi Jo Blair of Henderson, Mark Blair of Adams and Mrs. Shaun (Margie) Cuddeback of Watertown, his four step children Yvonne LaClair of N. Carolina, Christopher and Ruth Shear of Adams, Jamie and Jennifer Shear of Watertown and Kirk Shear of Adams, 37 grandchildren, 40 great grandchildren and several nieces, nephews and cousins. Two brothers Larry and Michael Blair and four great grandchildren died before him.
