Joel Evans was the second born child of David Evans and Rachel Burnett Evans. The Evans family were Quaker and lived in Waynesville, Warren County, Ohio.

Joel was a well-respected member of his community. He was a carpenter, a builder, and a surveyor. In 1866, he was elected Surveyor of Warren County, and he served in that position for six years. In 1871, he was elected County Commissioner, serving until 1874. Joel drew up the plans for and was appointed Superintendent of Construction of the Warren County Orphan Asylum and Children's Home where, upon its completion, he served as Trustee. In 1873, he was appointed a member of the Waynesville Board of Education. when the Waynesville National Bank opened in 1874, Joel "reluctantly" accepted the position as Cashier and also served as Director of the banking association.

Joel married three times. First, to Susan R Sharp, the daughter of William and Elizabeth Sharp, on 30 November 1837. Joel and Susan embarked on a pioneer life in Jay County, Indiana. Joel aborted his pioneer lifestyle and returned to Waynesville, Ohio after the early death of Susan who died on their 3rd anniversary on 30 November 1840. Joel and Susan had one child, Elizabeth S. Evans (1838-1861).

Joel married 2nd on 3 October 1844 to Elizabeth Satterthwaite, the daughter of John Satterthwaite and Elizabeth Linton. Joel and Elizabeth ("Eliza") had three children, Rachel Caroline ("Carrie") Evans Brown (1845-1928), John S Evans (1849-1873), and David Evans (1851-1927). Elizabeth Satterthwaite Evans died on 4 December 1872.

Joel married 3rd on 20 December 1881 to Cynthia Fitzpatrick, the daughter of William B Fitzpatrick and Nancy Ann Nest. They had no children. Cynthia died on 16 April 1928.
