Hall was the son and grandson of two Vermont Governors, John Griffin McCullough and Hiland Hall McCullough, and his mother Eliza Hall Park of the railroad builders and banking family.
He was the first to go through the Hudson Tubes linking underwater passage to Manhatten Island a project of his grandfather .
He leaves his wife Edith Van Benthuysen whom he married in November 1901, two daughters and a son. A New York lawyer and a local benefactor principally the library, the fire dept., the development of Lake Paran and several other local Bennington enterprises.
Having founded the Bennington College he also served on the boards of the Bennington Museum and Bennington Free Library and Putnam Memorial Hospital.
He was a member of the board of the First National Bank of North Bennington for a period of 75 years originally founded by his grandfather, and its President for 47 years
