US Congressman. He was born in Amity, Pennsylvania, and he was educated locally in the rural area schools of Washington County, Pennsylvania. He later attended and graduated from the prestigious Washington College (later Washington and Jefferson College) in Washington, Pennsylvania, in 1847. He then studied law, and was admitted to the bar in November of 1848 and then commenced his practice of law in Washington, Pennsylvania. He then served as Prothonotary (or principal clerk of a court) for Washington County, Pennsylvania, from 1854 to 1857. He also served as a Delegate to the Republican National Convention at Philadelphia, Pennsylvania, in 1856. He was then co-owner and editor of the local Reporter newspaper publication beginning in 1857. He then served as the Treasurer of Washington County, Pennsylvania, from 1863 to 1866. He then decided to run for a seat in the United States Congress and was elected. A Member of the Republican Party, he then served Pennsylvania's 24th District (Forty-Third Congress) in the United States House of Representatives from 1873 to 1875. He was not a Candidate for renomination in 1874. After his term in the United States Congress expired on March 3, 1873, he was succeeded in office by United States Representative John Winfield Wallace. After leaving the United States Congress he spent the remainder of his life in retirement. He passed away on December 30, 1877, at the age of 55, in Washington, Pennsylvania, and was buried in the Washington Cemetery in that city.
