US Congressman. He attended local public schools and later graduated from Pennsylvania College in Gettysburg, Pennsylvania, in 1865. He engaged in the teaching profession at the York County Academy in Pennsylvania, where he taught Latin and English and eventually went on to study law. He was admitted to the bar in November of 1868 and commenced to practicing in York, Pennsylvania. He became a Commissioner's Clerk in 1871 and served in that position until 1872. He then served as a Counsel to the Board of Commissioners, and as the District Attorney of York County, Pennsylvania, from 1881 until 1883. He then entered politics and served as a Delegate to the Democratic National Convention in 1884. A Democrat, he then served Pennsylvania's 19th District in the United States House of Representatives from 1899 until 1901. He was an unsuccessful candidate for reelection in 1900. After his political career, he resumed his law practice. He then was appointed to a post of auditor of the offices of the Prothonotary, register of wills, clerk of the court, treasurer, and recorder of York County, Pennsylvania, from 1923 to 1925. He then continued his law practice until his passing at the Hahnemann Hospital in Philadelphia, Pennsylvania, at the age of 87, in December of 1931. He had been in the law profession for sixty-three years and at the time of his death, he was the oldest practicing attorney in York County, Pennsylvania.
