U.S. Congressman. He graduated from Dickinson College in 1911 and was principal of Greenwood High School Delaware until 1915. While studying law at George Washington University Law School, he was Secretary to Judge Thomas W. Miller, Washington, D.C. (1915 to 1917). Admitted to the bar in 1920, he commenced to practice law in Dover, Delaware. He was deputy attorney general and prosecuting attorney for Kent County, Delaware (1921 to 1931), judge of the court of common pleas of Kent County, Delaware (1931-1939), and judge of the juvenile court of Kent and Sussex Counties, (1933-1939). He also was the Delaware State Secretary (1941 to 1943), trustee of the University of Delaware, the Elizabeth W. Murphey School for Orphan Children, and the Delaware State College for Colored Students. In 1943, he was elected as a Republican to the Seventy-eighth Congress, serving until 1945. An unsuccessful candidate for reelection, he resumed the practice of law until his death.
