Frances Lillian Miller was born in 1896 in Appleton, Minnesota. She was raised there by her grandmother, Laura Cheney, and her widowed aunt, Zella Tadsen.

Frances married her high school classmate Elmer Austin Benson in Appleton in 1922. The Bensons had two children, Lois (b. 1925) and Thomas (b. 1928).

Elmer Benson was elected governor of Minnesota in 1936. The Benson family returned to their home in Appleton after Elmer was defeated for a second term as governor. Elmer died in 1985; Frances followed in 1990, at the age of 94. Both are buried in Appleton.
