US Congressman. He was born to Thomas Loomis IV and Mary Williams Loomis in Lebanon, Connecticut. He was educated locally and then studied law and graduated from the prestigious Union College in Schenectady, New York, in 1819. Following his education, he was admitted to the bar and then he relocated to Canton, Ohio, where he opened up his practice of law. He later moved to New Lisbon (later changed to Lisbon), Ohio. On March 1, 1826, he married Martha M. Austin in Jefferson, Ohio, and the couple would have four children together (three boys and one girl). He then decided to enter politics and he served as a Delegate to the National-Republican State Convention in 1827 and again in 1828. He then decided to run for a seat in the United States Congress and was elected. A Member of the Whig Party, he then served Pennsylvania's 17th District (Twenty-Fifth Congress) in the United States House of Representatives from March 4, 1837, to October 20, 1837. He then resigned from his seat. After his resignation from the United States Congress, he was succeeded in office by United States Representative Charles Dustin Coffin. Following his term in the United States Congress, he relocated to Pittsburgh, Pennsylvania, where he continued his practice of law. His wife Martha passed away on April 19, 1860. He then served as a Member of the Peace Conference of 1861 (which was a meeting of 131 leading American politicians in February 1861, at the Willard's Hotel in Washington, D.C., on the eve of the American Civil War) in an effort to devise means to prevent the impending war. That same year he married his second wife, Annie Wood. She died two years later and he married for a third time to Sarah Wood but she passed away in 1867. He relocated to Cleveland, Ohio, around 1868 and continued again with his practice of law. He passed away on August 24, 1873, at the age of 76, while on a visit to Cumberland, Maryland. He was buried in the Allegheny Cemetery in Pittsburgh, Pennsylvania, near his three wives and children.
