He graduated from Yale University in 1899, from the law department of the University of Pennsylvania in 1902, was admitted to the bar in 1903 and commenced to practice law at Pittsburgh, Pennsylvania. During World War I, he served as a Captain in the U.S. Army Air Service and later was commissioned a Lieutenant Colonel attached to the executive office of the Department of Military Aeronautics. Entering politics after serving in the Military, he was elected as a Republican to the Sixty-eighth and Sixty-ninth Congresses, serving 1923-27. An unsuccessful candidate for re-nomination, he served as chairman of the Pennsylvania Securities Commission (1931-35) and practiced law until his death.
