U.S. Congressman. He was a teacher for many years when he graduated from the law department of the University of Michigan in 1896, was admitted to the bar and commenced to practice law in Scranton, Pennsylvaina. Moving to New York, he resumed the practice of law and served two years as assistant corporation counsel for the City of New York. In 1909, he was elected as a Democrat to the Sixty-first and to the next three succeeding Congresses, serving until his death at age 46.
